El trabajo propone el diseño e implementación del Sistema de Gestión Electrónica de Expedientes Disciplinarios (SIGEEDI) en la Procuraduría General de la Nación, con el fin de modernizar la administración de procesos disciplinarios. Entre sus antecedentes se identificaron demoras, altos costos y pérdida de trazabilidad asociados al uso de documentos físicos. Como solución, el SIGEEDI integra interoperabilidad tecnológica, firma electrónica, autenticación biométrica y altos estándares de ciberseguridad para garantizar acceso remoto, transparencia y reducción de tiempos. La metodología de validación combina análisis documental, entrevistas a usuarios internos y externos, pruebas piloto en áreas estratégicas y métricas de adopción y satisfacción ciudadana. Los principales resultados proyectados incluyen reducción del 30 % en tiempos de radicación y consulta, adopción del sistema por el 85 % de usuarios previstos y cero incidentes críticos en ciberseguridad durante el primer año. En conclusión, el SIGEEDI transforma la gestión disciplinaria al digitalizar expedientes, disminuir costos operativos, fortalecer la transparencia institucional y contribuir a los Objetivos de Desarrollo Sostenible 9, 10, 12 y 16. Este proyecto sienta las bases para una Procuraduría más innovadora, inclusiva y ambientalmente sostenible.

The thesis project proposes the design and implementation of the Electronic Disciplinary Case Management System (SIGEEDI) at the Office of the Inspector General of the Nation, with the aim of modernizing the administration of disciplinary processes. The background analysis identified delays, high costs, and loss of traceability associated with the use of physical documents. As a solution, SIGEEDI integrates technological interoperability, electronic signature, biometric authentication, and high cybersecurity standards to ensure remote access, transparency, and time reduction. The validation methodology combines document analysis, interviews with internal and external users, pilot tests in strategic areas, and metrics on adoption and citizen satisfaction. The main projected results include a 30% reduction in filing and consultation times, 85% adoption rate among target users, and zero critical cybersecurity incidents during the first year. In conclusion, SIGEEDI transforms disciplinary management by digitizing case files, reducing operating costs, strengthening institutional transparency, and contributing to Sustainable Development Goals 9, 10, 12, and 16. This project lays the foundation for a more innovative, inclusive, and environmentally sustainable Office of the Inspector General.
