dc.description.abstractProblematización y Antecedentes Institucionales. El paradigma del desarrollo sostenible, una vez institucionalizado, ha encontrado problemas para integrarse en la administración pública, expresados principalmente como informes de gestión documental y mecanismos descriptivos de rendición de cuentas. Hasta ahora, no existían métricas claras o modelos de evaluación en el pasado que ofrecieran trazabilidad técnica. Ante este contexto, el propósito de la investigación aquí presentada es diseñar y validar un modelo de evaluación para la sostenibilidad de las bases militares de la Armada Colombiana. Basado en el enfoque anterior, la investigación se embarca en un proceso para cambiar la forma en que gestionamos las infraestructuras de defensa y convertirse en un factor importante en el desarrollo completo del territorio. Capítulos I y II: Justificación y objetivos a medir. La parte inicial del estudio apoya la necesidad de desarrollar un marco metódico y evaluativo para considerar la sostenibilidad de los despliegues navales. Por lo tanto, se prestará más atención a las cuatro bases con mayor importancia estratégica de la institución para asegurar que las dimensiones socio-espaciales y ambientales de su impacto puedan ser objetivamente representadas y cuantificadas en sus regiones de interés. Sin embargo, la presencia de la Armada no debe considerarse solo en términos de soberanía territorial, sino también a través de indicadores como la percepción y el bienestar de las comunidades locales para realizar mejor la legitimidad institucional y la eficiencia en la utilización de los recursos del Estado. Teoría en el Contexto de la Seguridad Multidimensional — Capítulo III Esta parte fortalece la base teórica para esta discusión, redefiniendo el concepto de seguridad basado en la “Seguridad Multidimensional”. Va más allá de las antiguas nociones de poder militar y preparación para proponer la seguridad como una condición activa para el desarrollo humano. Lo siguiente es una revisión sistemática de la literatura en torno a la Gestión de Proyectos bajo esta luz, asociando sus prácticas críticas con la sostenibilidad. La propuesta se enmarca dentro del marco del "Triple Resultado" y abarca los ejes económico, social y ambiental. El marco permite así crear parámetros de medición que no solo optimicen la gestión de mejoras continuas dentro de las operaciones diarias, sino que finalmente puedan mejorar la simbiosis entre la unidad militar y su entorno.spa
dc.description.abstractProblem Statement and Institutional Background. The sustainable development paradigm, once institutionalized, has encountered challenges integrating into public administration, primarily manifested in document management reports and descriptive accountability mechanisms. Until now, clear metrics or evaluation models offering technical traceability have been lacking. Given this context, the purpose of the research presented here is to design and validate an evaluation model for the sustainability of the Colombian Navy's military bases. Based on the aforementioned approach, the research embarks on a process to transform how we manage defense infrastructure and make it a significant factor in the overall development of the territory. Chapters I and II: Justification and Objectives to be Measured. The initial part of the study supports the need to develop a methodological and evaluative framework for considering the sustainability of naval deployments. Therefore, particular attention will be paid to the four bases of greatest strategic importance to the institution to ensure that the socio-spatial and environmental dimensions of their impact can be objectively represented and quantified in their respective regions. However, the Navy's presence should not be considered solely in terms of territorial sovereignty, but also through indicators such as the perception and well-being of local communities to better achieve institutional legitimacy and efficiency in the use of state resources. Theory in the Context of Multidimensional Security — Chapter III This section strengthens the theoretical basis for this discussion, redefining the concept of security based on “Multidimensional Security.” It goes beyond the old notions of military power and preparedness to propose security as an active condition for human development. What follows is a systematic review of the literature on Project Management in this light, associating its critical practices with sustainability. The proposal is framed within the “Triple Bottom Line” framework and encompasses the economic, social, and environmental dimensions. This framework thus allows for the creation of measurement parameters that not only optimize the management of continuous improvements within daily operations, but can ultimately improve the symbiosis between the military unit and its environment.eng
