Gestión colaborativa entre fundaciones y el Estado que permitan implementar acciones efectivas para habitantes en situación de calle del centro de Bogotá

Abstract

La presente investigación busca integrar las acciones desarrolladas por fundaciones que tienen como objetivo brindar ayuda de primera necesidad a la población en situación de calle con la Política Pública Social para Habitante de Calle (PPSHC), para lograr una gestión colaborativa, dado que ambos comparten el mismo objetivo y de esta manera asegurar el cumplimiento de los derechos de esta población, no solo por estar en situación de alta vulnerabilidad, sino también por ser ciudadanos de un Estado Social de Derecho. El fenómeno de habitabilidad en calle se trata de un problema social que presente en la ciudad de Bogotá D.C. desde la mitad de siglo XX. El contexto de su existencia contempla principalmente una actuación inadecuada por parte de la administración pública frente a la importancia del manejo del problema social y la implementación de políticas públicas eficaces y accesibles a esta población.

This research seeks to integrate the actions developed by foundations that aim to provide basic assistance to the homeless population with the Public Social Policy for Street Dwellers (PPSHC), to achieve collaborative management, since both share the same same objective and in this way ensure compliance with the rights of this population, not only because they are in a highly vulnerable situation, but also because they are citizens of a Social State of Law. The phenomenon of street habitability is a social problem that is present in the city of Bogotá D.C. since the middle of the 20th century. The context of its existence mainly contemplates an inadequate action on the part of the public administration in light of the importance of managing the social problem and the implementation of effective and accessible public policies for this population.
