dc.description.abstractCon la crisis de 2007 en el sector financiero, la desconfianza respecto al sector no ha parado de crecer (Noya, 2016), la banca de consumo se esta replanteando ante usuarios informados y desarrollos tecnológicos que facilitan la transaccionalidad digital, abriendo un espacio de participación a los nuevos entrantes al sector, como Fintech, o tecnología financiera, que refiere innovación tecnológica en el diseño y entrega de servicios y productos financieros evolucionando mediante avances que incluyen el uso de Big Data, inteligencia artificial (IA) y aprendizaje automático para facilitar el acceso con tarifas justas, transacciones seguras y procesos simples (CFA - Institute Investment Foundations, s.f.). Lo anterior, se traduce en una oportunidad para adaptar esta evolución al sector público. En Colombia la relación comercial entre el sector público y la banca privada se pacta mediante convenios con acuerdos de reciprocidad, volumetrías, tasa de remuneración por promedios de saldo en cuenta, coberturas, entre otras; estas condiciones y su interrelación con las variables más relevantes para el cliente, resultan incomprensibles para algunos funcionarios públicos, lo que aunado a la complejidad del sistema bancario, contribuye a que el sector financiero sea uno de los sectores más rentables (Superintendencia Financiera de Colombia, 2021). Repensar la estructuración de estos convenios, acuerdos o contratos puede contribuir a que el sector público optimice la relación costo-beneficio, lo cual motiva el desarrollo de un Modelo de evaluación integral de propuestas de servicios bancarios, financieros y de información para la Escuela Superior de Administración Pública – ESAP, entidad que se ocupa de formar en lo público y su mayor fuente de ingresos proviene de contribuciones parafiscales de algunas entidades publicas que conforman la nación. Para el desarrollo del modelo, objeto de este trabajo, se aplica una metodología mixta de análisis cualitativo y cuantitativo en dos fases: la primera, de diagnóstico interno para estructurar una ficha técnica de condiciones y requisitos habilitantes; y la segunda, de análisis, ponderación y evaluación de propuestas recibidas que mediante el modelo permita correlacionar la relación costo – beneficio en términos de reciprocidad, volumetría y remuneración frente a la oportunidad de remuneración variable de los recursos que ofrece el Sistema de Cuenta Única Nacional (SCUN).spa

dc.description.abstractenglishAs a consequence of the 2007 financial crisis, mistrust regarding the financial industry has not stopped growing (Noya, 2016), consumer banking is rethinking itself as an answer to more informed users and new technological developments that have facilitated digital transactions, a new market share was opened for new entrants to the industry, such as Fintech (Acronym for financial technology), which refers to technological innovation in the design and delivery of financial services and products evolving through advances including the use of Big Data, artificial intelligence (AI) and machine learning to facilitate the access to financial services with fair rates, secure transactions and simple processes CFA - Institute Investment Foundations, s.f.). This becomes an opportunity to the public sector in Colombia. The commercial relationship between the public sector and private banking is conceived through contracts with reciprocity agreements, transaction volumes, remuneration rates for average account balances, coverage, among others instruments; These conditions and their interrelation with the most relevant variables for the client, are incomprehensible for some public officials, which together with the complexity of the banking system, contributes to the financial industry being one of the most profitable (Superintendencia Financiera de Colombia, 2021). Rethinking the structuring of these agreements or contracts can contribute to the optimization of the cost-benefit relationship between the public sector and the banking industry, which motivates the development of a Comprehensive Evaluation Model for Banking, Financial and Information Services Proposals for the Escuela Superior de Public Administration - ESAP, an entity that deals with public education and its main source of income comes from parafiscal contributions from some public entities. In order to develop of the model object of this work, a mixed methodology of qualitative and quantitative analysis is applied in two phases: the first phase consisting in a internal diagnosis to structure a technical sheet of enabling conditions and requirements; and the second phase is the analysis, weighting and evaluation of received proposals that, through the model, allow correlating the cost-benefit relationship in terms of reciprocity, volumetry and remuneration against the cost opportunity of the variable remuneration of the resources offered by the National Single Account System (SCUN acronym in Spanish).eng
