DISEÑO DE LA ARQUITECTURA DE TI EN LOS DOMINIOS DE ESTRATEGIA DE TI, GOBIERNO DE TI, INFORMACIÓN, SISTEMAS DE INFORMACIÓN, SERVICIOS TECNOLÓGICOS Y DE USO Y APROPIACIÓN PARA EL MINISTERIO DE JUSTICIA Y DEL DERECHO

Abstract

En un comienzo se presenta una descripción general de los Marcos de Referencia de Arquitectura Empresarial, su aplicación en diferentes países y metodologías utilizadas para su implementación. Con base en lo anterior, se define la estrategia a seguir para la implantación del Marco de Referencia establecido por MINTIC (2015) en el Ministerio de Justicia y del Derecho, identificando para tal fin la línea base y las brechas frente a los lineamientos que debe seguir la organización. Luego de identificar los diferentes aspectos que deben tenerse en cuenta para la implantación de la Arquitectura Empresarial dentro del Ministerio, se obtienen como resultados: el plan de acción que permitirá en el corto plazo contar con los artefactos necesarios para el desarrollo de la arquitectura dentro de la entidad; el diseño propuesto de arquitectura para cada uno de los dominios definidos por el Marco de Referencia, a su vez se identifican los procesos misionales de la entidad que impactan directamente al ciudadano y por último la estrategia de apropiación a ser implementada en el Ministerio.

In the beginning, a general description of the Reference Frameworks of Business Architecture, its application in different countries and methodologies used for its implementation is presented. Based on the above, the strategy to be followed for the implementation of the Reference Framework established by MINTIC (2015) in the Ministry of Justice and Law is defined, identifying for this purpose the baseline and the gaps in line with the guidelines that the organization must follow. After identifying the different aspects that must be taken into account for the implementation of the Enterprise Architecture within the Ministry, the following results are obtained: the action plan that will allow in the short term to have the necessary artifacts for the development of the architecture within the entity; the proposed design of architecture for each of the domains defined by the Reference Framework, in turn, identifies the mission processes of the entity that directly impact the citizen and finally the appropriation strategy to be implemented in the Ministry.
