Implementación de un modelo de gestión de proyectos que permita generar procesos mejoramiento continuo en el SG-SST de la Empresa de Acueducto y Alcantarillado de Bogotá EAAB-ESP

Abstract

En el presente trabajo busca realizar un diagnóstico de la situación actual del SG-SST de la EAAB-ESP con el fin de evidenciar el nivel de madurez en gestión de proyectos que se tiene en el mismo, y con ello identificar las diferentes acciones de mejora a implementar en el sistema mediante la utilización de una metodología de gestión de proyectos. Lo anterior debido a que actualmente en la EAAB-ESP en todas sus áreas se utilizada el ciclo PHVA que no permite articular los diferentes procesos del ciclo generando dificultades en la ejecución de actividades propias del sistema, por lo cual, para dar solución a dicha problemática, se desarrolla una propuesta con una metodología hibrida de gestión de proyectos que toma elementos del PMBOK, PRINCE2 y PM2 con lo que se busca utilizar la primera para introducir los procesos y las áreas de conocimiento, con la segunda se propone incluir los puntos de control entre las fases de gestión de proyectos para articular cada una de estas y la implementación de lecciones aprendidas, y con la tercera estructurar el modelo de gobernanza. A partir de lo anterior, la propuesta del modelo hibrido de gestión de proyectos buscara mejorar el sistema actual en cada una de sus fases y generar un cambio en la cultura frente al uso de esta metodología para todos los procesos que se desarrollan en torno al Sistema de Gestión de Seguridad y Salud en el trabajo de la EAAB-ESP, con el fin de establecer el nivel de madurez de gestión de proyectos en la Dirección salud de la EAAB-ESP como área responsable del SG-SST, se utilizó la herramienta propuesta por (Kerzner, 2019), encontrando falencias en cada uno de los niveles evaluados dentro del área, y llegando a la conclusión que el ciclo PHVA no es suficiente para garantizar el funcionamiento optimo del sistema, por lo que la propuesta de metodología hibrida, complementa y optimiza este ciclo con un enfoque en gestión de proyectos.

This work seeks to make a diagnosis of the current situation of the OSHMS of EAAB-ESP in order to demonstrate the level of maturity in project management that it has in it, and thus identify the different improvement actions to be implemented in the system through the use of a project management methodology. This is due to the fact that currently in the EAAB-ESP in all areas the PHVA cycle is used, which does not allow to articulate the different processes of the cycle generating difficulties in the execution of activities of the system, therefore, to solve this problem, this work develops a proposal with a hybrid methodology of project management that takes elements of the PMBOK, PRINCE2 and PM2 with which we seek to use the first one to introduce the processes and knowledge areas, with the second one we propose to include the control points between the phases of project management to articulate each of these and the implementation of lessons learned, and with the third one to structure the governance model. Based on the above, the proposal of the hybrid model of project management will seek to improve the current system in each of its phases and generate a change in the culture regarding the use of this methodology for all processes that are developed around the Occupational Safety and Health Management System of the EAAB-ESP, in order to establish the level of maturity of project management in the Health Directorate of the EAAB-ESP as the area responsible for the OSHMS, the tool proposed by (Kerzner, 2019) was used, finding shortcomings in each of the levels evaluated within the area, and concluding that the PHVA cycle is not sufficient to ensure the optimal functioning of the system, so the proposed hybrid methodology complements and optimizes this cycle with a focus on project management.
