| dc.description.abstract | El presente trabajo analiza las limitaciones del modelo tradicional de gestión de proyectos empleado por el ICETEX, caracterizado por metodologías predictivas que afectan el cumplimiento del cronograma y la efectividad de la comunicación con terceros. A partir de un enfoque de investigación mixto —encuestas y entrevistas a equipos internos y proveedores— se evidenciaron deficiencias en la trazabilidad, coordinación y seguimiento, así como una alta disposición al cambio por parte de los actores involucrados. Los resultados muestran una correlación positiva entre la mejora de la comunicación y el cumplimiento de los tiempos del proyecto, lo que respalda la viabilidad de adoptar prácticas ágiles. Con base en la revisión teórica y los hallazgos empíricos, se formula una propuesta de implementación gradual del marco de trabajo SCRUM orientada a fortalecer la planificación iterativa, la transparencia, la coordinación interinstitucional y la entrega incremental de valor. Se concluye que la adopción de SCRUM en ICETEX es factible, siempre que se gestione de forma progresiva y alineada al marco normativo del sector público. | spa |
| dc.description.abstract | This paper analyzes the limitations of the traditional project management model used by ICETEX, characterized by predictive methodologies that negatively impact schedule adherence and the effectiveness of communication with third parties. Using a mixed-methods research approach—surveys and interviews with internal teams and suppliers—deficiencies in traceability, coordination, and monitoring were identified, along with a high degree of openness to change among the stakeholders involved. The results show a positive correlation between improved communication and adherence to project timelines, supporting the feasibility of adopting agile practices. Based on the theoretical review and empirical findings, a proposal for the gradual implementation of the SCRUM framework is formulated, aimed at strengthening iterative planning, transparency, inter-institutional coordination, and incremental value delivery. It is concluded that the adoption of SCRUM at ICETEX is feasible, provided it is managed progressively and aligned with the public sector's regulatory framework. | eng |
