| dc.description.abstract | Este trabajo presenta una mirada a la complejidad en los proyectos del sector de defensa, a través de la evaluación del proyecto de reemplazo de los submarinos de la Armada Nacional de Colombia. Este tipo de proyectos demanda una alta inversión de recursos, presenta ciclos de vida prolongados, cuenta con un número considerable de stakeholders con diferentes niveles de influencia y poder dentro del proyecto, así como su importancia estratégica para la defensa de la soberanía, la integridad territorial y la disuasión estratégica, presenta niveles de complejidad elevados por la interacción de cada uno de los factores descritos con anterioridad. Por tanto, con el objetivo de brindar desde la academia herramientas para mejorar la gestión de este tipo de proyectos complejos, el trabajo se centra en analizar, desde los modelos, los estándares y la literatura más relevante, las dimensiones y los factores relevantes que constituyen un punto de confluencia de la complejidad. Una vez identificadas estas dimensiones y factores, se diseñó un modelo de evaluación que permitiera obtener un diagnóstico para caracterizar la complejidad. De esta manera, se generan diferentes tareas y actividades que permitirán la adaptabilidad y resiliencia del proyecto a la complejidad, coadyuvando así al éxito del reemplazo de los submarinos. | spa |
| dc.description.abstract | This study presents an analysis of complexity in defense sector projects through the evaluation of the Colombian National Navy’s submarine replacement program. This type of project requires a high level of resource investment, has long life cycles, and includes a considerable number of stakeholders with varying levels of influence and power within the project. Additionally, its strategic importance for national defense, territorial integrity, and strategic deterrence contributes to elevated levels of complexity arising from the interaction of these factors. Therefore, with the aim of providing academic tools to improve the management of this type of complex project, this study focuses on analyzing, from models, standards, and relevant literature, the dimensions and key factors that converge to shape project complexity. Once these dimensions and factors were identified, an evaluation model was designed to produce a diagnostic framework for characterizing complexity. Based on this diagnosis, specific tasks and activities are proposed to enhance the project’s adaptability and resilience, thereby contributing to the successful execution of the submarine replacement program. | eng |
