| spa |
| dc.description.abstract | The transition to electric mobility in Colombia has become a strategic priority in environmental, energy, and urban sustainability policies, driven by national goals such as the incorporation of 600,000 electric vehicles by 2030 (Tabares et al., 2021a). In cities like Bogotá, the progressive growth of the electric vehicle fleet poses new challenges for residential infrastructure, especially in buildings under horizontal property ownership, where adapting electrical networks and making administrative decisions require consensus, technical analysis, and risk assessment. The Terpel PH Building, located in Bogotá, faces the need to modernize its infrastructure to meet this new demand from its residents. The potential implementation of electric vehicle charging stations represents an opportunity to increase the property's value, enhance the building's attractiveness, and strengthen its competitiveness compared to other co-owned properties. However, such implementation also raises important questions regarding technical feasibility, contractual risks, operational sustainability, and regulatory compliance. (Salinas et al., 2024) One of the main challenges lies in ensuring that the system is adopted under a "no investment for management" model, where the installation, operation, and maintenance costs are borne by the provider and passed on exclusively to the service users. This model, while financially attractive, can create vulnerabilities in the contract negotiation process, such as unfavorable clauses, inadequate allocation of responsibilities, risks associated with maintaining the electrical infrastructure, and potential legal contingencies. Additionally, there is a need to ensure that the billing process for the charging service complies with current Colombian regulations on electronic invoicing, guaranteeing transparency, traceability, individualization of consumption, and due process for tax compliance, preventing the co-ownership from assuming tax responsibilities that do not correspond to it. Furthermore, the decision to implement this infrastructure must be based on empirical evidence regarding user satisfaction levels in similar horizontal properties that already operate charging stations, in order to project the real impact on the experience of the residents of the Terpel PH Building. In this context, the central research problem arises: to determine if the implementation of charging stations for electric vehicles in the Terpel PH Building, under a scheme without investment for the administration, is technically, financially and normatively viable, minimizing contractual risks and guaranteeing user satisfaction and regulatory compliance. | eng |
