Este capítulo examina el impacto de la corrupción en el Instituto Nacional Penitenciario y Carcelario (INPEC) y su influencia en las decisiones de inversión nacional y extranjera en Colombia. La investigación se enfoca en la percepción de riesgo y confianza en el sistema institucional colombiano y emplea un enfoque cualitativo mediante entrevistas en profundidad con funcionarios del INPEC y expertos en inversión. Los resultados indican que la corrupción en el INPEC afecta negativamente la percepción de estabilidad y transparencia, factores cruciales para los inversores, generando incertidumbre en sectores vulnerables y limitando el atractivo de Colombia como destino de inversión. Las conclusiones subrayan la necesidad de implementar reformas estructurales en el sistema penitenciario y otros organismos estatales para fortalecer la confianza en el marco institucional, mejorar el clima de inversión y promover un desarrollo económico más inclusivo y sostenible en el país.

This chapter examines the impact of corruption within the Colombian Penitentiary and Correctional Institute (INPEC) and its influence on national and foreign investment decisions in Colombia. The research focuses on risk perception and trust in Colombia's institutional system and employs a qualitative approach through in-depth interviews with INPEC officials and investment experts. The results indicate that corruption within the INPEC negatively affects perceptions of stability and transparency, which are crucial factors for investors, generating uncertainty in vulnerable sectors and limiting Colombia's attractiveness as an investment destination. The conclusions highlight the need for structural reforms in the penitentiary system and other state agencies to strengthen confidence in the institutional framework, improve the investment climate, and promote more inclusive and sustainable economic development in the country.
