Propuesta para implementar una oficina de gestión de proyectos estándar de tipo departamental para la vicerrectoría de investigación en la Universidad de Antioquia

Abstract

El objetivo primordial de este trabajo fue diseñar una propuesta para implementar una Oficina de gestión de proyectos estándar de tipo departamental para la vicerrectoría de investigación en la Universidad de Antioquia que sirva como apoyo en la estructuración, planificación, coordinación y seguimiento de los proyectos de investigación, de una manera eficaz y eficiente. Para el desarrollo de esta propuesta se investigó el marco de referencia en todo lo relacionado con las oficinas de gestión de proyectos PMO, su definición, beneficios, roles y funciones, tipologías, se aproximó a los estándares de gestión proyectos al igual que los modelos de madurez. Igualmente se consultó sobre todo el marco institucional de la Universidad de Antioquia, donde contemplaba sus funciones misionales, visión, estructura organizacional, productos y servicios ofrecidos, así mismo se contextualizó sobre cómo es la gestión de proyectos de la universidad de Antioquia. A partir de los resultados obtenidos se realiza la propuesta para la implementación de la PMO de tipo departamental en la Vicerrectoría de Investigación de la Universidad de Antioquia donde se determinó que la mejor manera de realizarlo es a partir de fases de forma articulada con todos los interesados, así se determinaron 4 fases, la primer fase corresponde a la propuesta y su viabilidad financiera, la segunda a la creación de la PMO un tercer punto a la implementación de plataforma tecnológica y un último corresponde a la socialización y divulgación a la comunidad interesada.

The main objective of this work was to design a proposal to implement a standard departmental Project Management Office for the Vice Rector's Office of Research at University of Antioquia to support the structuring, planning, coordination and monitoring of research projects in an effective and efficient manner. For the development of this proposal, the reference framework was investigated in everything related to project management offices PMO, its definition, benefits, roles and functions, typologies, project management standards were approached as well as maturity models. The institutional framework of the University of Antioquia was also consulted, including its mission functions, vision, organizational structure, products, and services offered, as well as the project management of the University of Antioquia. Based on the results obtained, the proposal for the implementation of the departmental PMO in the Vice-Rectory of Research of the University of Antioquia was made, where it was determined that the best way to do it is from phases in an articulated way with all stakeholders, thus 4 phases were determined, the first phase corresponds to the proposal and its financial viability, the second to the creation of the PMO, the third point to the implementation of the technological platform and the last one corresponds to the socialization and dissemination to the interested community.
