Plan de desarrollo turístico sostenible para el Cerro de Las Tres Cruces en Popayán, Cauca

Abstract

El presente trabajo tiene como objetivo diseñar un Plan de Desarrollo Turístico Sostenible para el Cerro de Las Tres Cruces, ubicado en la ciudad de Popayán, Cauca. Este espacio de alto valor ambiental, cultural y social enfrenta problemáticas asociadas a la urbanización informal, la degradación ambiental y la falta de planificación turística. Se reconocen experiencias nacionales e internacionales de turismo sostenible en cerros urbanos, así como marcos conceptuales relacionados con sostenibilidad, ecoturismo y participación comunitaria. La investigación se desarrolló bajo un enfoque metodológico mixto, de tipo descriptivo, que combinó herramientas cualitativas y cuantitativas. Los hallazgos evidencian un deterioro ambiental progresivo, una percepción positiva del turismo sostenible por parte de la comunidad y la necesidad de fortalecer la educación ambiental, la infraestructura y la gobernanza local. Como resultado, se propone un plan integral que busca equilibrar la conservación del entorno natural con el aprovechamiento turístico responsable, promoviendo el desarrollo local y el bienestar de la comunidad.

This study aims to design a Sustainable Tourism Development Plan for Cerro de Las Tres Cruces, located in the city of Popayán, Cauca. This area of ​​high environmental, cultural, and social value faces problems associated with informal urbanization, environmental degradation, and a lack of tourism planning. National and international experiences in sustainable tourism on urban hills are considered, as well as conceptual frameworks related to sustainability, ecotourism, and community participation. The research was conducted using a mixed-methods approach, of a descriptive nature, combining qualitative and quantitative tools. The findings reveal progressive environmental deterioration, a positive perception of sustainable tourism by the community, and the need to strengthen environmental education, infrastructure, and local governance. As a result, a comprehensive plan is proposed that seeks to balance the conservation of the natural environment with responsible tourism development, promoting local development and the well-being of the community.
