El desarrollo sostenible se convirtió en una urgencia de carácter global debido a las alarmantes cifras que se generan diariamente sobre impacto negativo en el medio ambiente, en el sector económico y entorno a la sociedad. La ONU ha venido trabajando para contextualizar muy bien lo que implica el desarrollo sostenible, para todos los estamentos del mundo, llámese empresariales, gubernamentales, educativos, y en general, toda la sociedad, esencialmente, en sus marcos legales a la hora de definir Políticas para el Desarrollo Sostenible. Por eso las universidades deben fomentar este desarrollo no solo en sus procesos, sino también en la conciencia de todo el ente educativo, y de la población donde ejerce presencia y genera impacto. No obstante, las IES carecen de un enfoque coordinado de la evaluación de las iniciativas en los campus que proporcionen estrategias bien fundadas para su aplicación eficaz de políticas de desarrollo sostenible. Sin embargo, además de los manuales que pueden haber, se requiere de instrumentos evaluativos protocolarios para alcanzar los ODS, y en el caso de las universidades o Instituciones de Educación Superior, como ocurre en cinco universidades de la ciudad de Neiva, en el departamento del Huila, Por lo anterior este trabajo propone elaborar una metodología para poder evaluar la implementación de políticas de desarrollo sostenible en cinco instituciones de educación superior con sede en Neiva del departamento del Huila, alineadas con los objetivos de desarrollo sostenible de la agenda 2030. Para dar repuesta a ella, se utiliza una metodología de investigación, de tipo cualitativo con enfoque descriptivo, mediante un desarrollo de tres fases, que son elaborar un diagnóstico, donde se realiza la revisión documental, la formulación de la propuesta metodológica y el planteamiento de la propuesta, donde se entrega el recurso viable por medio de los instrumentos. De esta forma, se establece un recurso novedoso, orientador, práctico e instrumental, para evaluar las gestiones del desarrollo sostenible hacia el alcance de los ODS y su implementación en el ámbito universitario.

Sustainable development became a global emergency due to the alarming figures that are generated daily on the negative impact on the environment, the economic sector and society. The United Nations (UN) has been working to contextualize very well what sustainable development implies, for all levels of the world, be it business, governmental, educational, and in general, the whole of society, essentially, in its legal frameworks when defining Policies for Sustainable Development. That is why universities must promote this development not only in their processes, but also in the awareness of the entire educational center, and of the population where it is present and generates impact. Nevertheless, Higher Education Institutions (HEIs) lack of a coordinated approach to the evaluation of campus initiatives that provide well-founded strategies for their effective implementation of sustainable development policies. However, in addition to the manuals that may be available, protocol evaluation instruments are required to achieve the Sustainable Development Goals (SDGs), and in the case of universities or HEIs, as occurs in five universities in the city of Neiva, in the department of Huila. Therefore, this work proposes to develop a methodology to be able to evaluate the implementation of sustainable development policies in five HEIs located in Neiva of the department of Huila, aligned with the sustainable development objectives of the 2030 agenda. Given the presented need, the following question arises: How to evaluate the implementation of sustainable development policies to achieve the Sustainable Development Goals (SDGs) in higher education institutions in the city of Neiva, department of Huila? To answer it, a qualitative research methodology with a descriptive approach is used, through a development of three phases, which are to elaborate a diagnostic, where the literature review is carried out; the formulation of the methodological proposal and the approach of the proposal, where the viable resource is delivered through the instruments. In this way, a new, guiding, practical and instrumental resource is established to evaluate sustainable development efforts towards the achievement of the SDGs and their implementation in the university environment.
