La inclusión de energías limpias o renovables para municipios presenta desafíos y oportunidades clave para desarrollar planes estratégicos sostenibles. Este proceso implica el cambio que existe hacia fuentes de energía más renovables que sean eficientes, enfrentando obstáculos técnicos, financieros y políticos. Sin embargo, ofrece la oportunidad de reducir la huella ambiental, mejorar la autonomía energética local y crear empleos verdes. Un enfoque estratégico es esencial para aprovechar al máximo estas ventajas y abordar los desafíos de manera efectiva en la búsqueda de un futuro energético más sostenible a nivel municipal. Para este estudio se usarán elementos metodológicos cualitativos y cuantitativos que resolverán la interrogante a esta problemática de inclusión de energías renovables en los municipios, se hace medición de variables mediante, las mediciones de variables serán coherentes y confiables. Las técnicas de análisis se alinean al enfoque mixto que está en esta investigación, que mezcla datos cuantitativos y cualitativos.

The inclusion of clean or renewable energies for municipalities presents key challenges and opportunities to develop sustainable strategic plans. This process implies the change that exists towards more renewable energy sources that are efficient, facing technical, financial and political obstacles. However, it offers the opportunity to reduce the environmental footprint, improve local energy autonomy and create green jobs. A strategic approach is essential to make the most of these advantages and address the challenges effectively in the pursuit of a more sustainable energy future at the municipal level. For this study, qualitative and quantitative methodological elements will be used that will resolve the question of this problem of inclusion of renewable energies in the municipalities, measurement of variables is done through, the measurements of variables will be coherent and reliable. The analysis techniques are aligned with the mixed approach that is in this research, which mixes quantitative and qualitative data.
