Guía de actuación barrial de aplicación en el barrio Primero de Abril de Barrancabermeja

Abstract

El esfuerzo financiero que realiza el Estado Nación cada que hace un censo y este arroja sus resultados sugiere para los tomadores de decisiones territoriales dificultades a la hora de implementar y evaluar políticas habitacionales que propendan por disminuir las cifras de déficit habitacional, debido a la poca especificidad que contienen los datos aportados por el DANE. Para tal efecto la presente investigación sugiere una guía de actuación barrial fundamentada en el hogar y su vivienda, que complemente sistémicamente la información aportada por el Censo DANE, de forma que la precise y sea de utilidad a la hora de plantear y evaluar, planes, programas y proyectos con enfoque territorial que contribuyan a disminuir sustancialmente los déficits cuantitativo y cualitativo que como país tiene Colombia. En tal sentido se plantea como objetivo principal: “desarrollar una guía de actuación en el barrio Primero de Abril de Barrancabermeja, que determine los planes de acción que se deben adelantar para atender las reales necesidades de los hogares en torno a vivienda de interés social”; aplicando una metodología de enfoque mixto no experimental, correlacionando las variables de condición habitacional del hogar que habita la vivienda, con las de confort, integración familiar y cohesión comunitaria; diligenciando, analizando y concluyendo sobre la encuesta diseñada.

For this purpose, this research suggests a neighborhood action guide based on the home and its housing, which systemically complements the information provided by the DANE Census, so that it is precise and useful when proposing and evaluating plans, programs and projects with a territorial focus that contribute to substantially reducing the quantitative and qualitative deficits that Colombia has as a country. In this sense, the main objective is proposed: “to develop an action guide in the Primero de Abril neighborhood of Barrancabermeja, which determines the action plans that must be carried out to address the real needs of households regarding social housing.” ; applying a non-experimental mixed approach methodology, correlating the variables of the housing condition of the household that lives in the home, with those of comfort, family integration and community cohesion; completing, analyzing and concluding on the designed survey.
